Interesting and fun problem.
the item to remember is C3D does not like vertical surfaces.
so, i would use feature lines, your steps will all be at a constant elevation and tie-in to existing grade.
the process i would use is:
1. create a feature line, (at the bottom step elevation)
2. use stepped offset of 1 m and 0 elevation change, to the vertical face
3. use stepped offset of 0.01 m and 60 mm elevation change,
4. use stepped offset of 0.99 m and 0 elevation change, to the vertical face
and keep repeating this, till you get to the top.
then just add the feature lines to the surface and your there.
just need some notes and contour labels.
