One of two choices since I am not sure what this label if attached to.
1. Reverse the direction of the [pipe] or line?
2. Copy the style and reverse it there.
Post a dwg and someone can assist.

Unfortunately, I think you're going to have to reverse the direction of pipe properties to get it to display right as @wfberry suggested. I hope this helps!

Is this the only option, I mean if it is so it is drafting standard is affected.

You could edit the linetype in the .lin file to use the letter U instead of R for the text rotation. This rotation will make the text read right side up. However, right side up is based on the model space coordinates and not view orientation, so I may not fix the problem.
Another option would be to copy the current linetype in the current .lin file and flip the text direction with the rotation parameter (R=). Then swap this linetype for the upside down pipes.

@MMcCall402 has the best option to addresss this, but Civil 3D pipe style centerline layers do not react correctly to these line type modifications unfortunately.
I had tried to modify the .lin file on a past infiltration Design project that had plans that had rotated views. I had several line types for 6”, 8”, and 12” pipe runs and ended up creating flipped line types in the .lin file for each as well due to rotated views. I created several separate pipe styles (with centerlines with normal or flipped text) and applied them to the pipe runs depending on flow direction and view. However, Civil 3D disregarded the line types specified regardless of flow direction. Super frustrating and I ended up reverting to dumb polylines to get the job done, which really defeats the purpose of a dynamic model.
