Template with Parcel items that won't delete

We have our base drawing template that creates problems with contractors.  They report a drawing element which causes them problems with State Plane coordinates (zooms way to far out).

 

In trying to find out the problem, I have deleted everything out (except styles).  When I do "Ctrl A", 2 parcel items are selected which I cannot erase, explode or find on Toolspace.   They are z I've done erase all and explode all with no success.

 

I am attaching the file.  Does anyone have ideas for deleting all remaining drawing items?

When a site is created a parcel is also created.  The only way to delete those 2 parcels is to delete the 2 sites in the file. As soon as you create a new site though another parcel will be created.  I don't believe these parcels would effect zooming the way you described.

I don't think it would affect zooming, if I draw an object and zoom extents it zooms just to that object. If you want, you can SELECT all objects, and change the parcel style in the properties menu.

There isn't anything in the dwt that would affect the zoom, as others have noted. Can you post one of the dwg files that the contractors complained about?
