Can I back off one of the road design profiles for corridor intersection targeting? My surface is building a speed bump where the roads intersect. Can the secondary road station be backed off to the road offset alignment?

It looks like you are maintaining the crown on Road 1. Maybe your profile of Road 2 is not reflecting this. The 10' of road 2 profile that is in the road 1 lane should show the cross slope for road 1 otherwise the grade of road 1 and road 2 at that point won't match elevations and create the bump.
