I am using the curb as CL at the intersection.

But top and sube base of the shoulder does not follow the lane regarding the cross slope of the top or the sub base.

How do I fix this?

With the CL at the gutter line the lane is move to the other side and can no longer control the curb side. One fix is to set the gutter width to 0.0001 (the face of the curb) put it on the CL and use a narrow lane as the gutter. In your case make the CL at the break over point with the top width at a minimal length and use a lane inside that.
