Storm and Sewer Analysis (wsel seems to have no affect on simulation)

My inlet is completely submerged. My highest invest on my storm sewer is 917.07. My outflow invert is 911. My WSEL at the outflow is 914.45. When i run my rainfall model the analysis says the peak elevation of water at the outfall is 912.5. How is this possible? Should it not be the elevation of the top of pipe. It is basically ponded water so all my pipes should be filled to a minimum of 914.45. or the top of pipe. Anyone know what is going wrong?

Are you using the Dynamic routing method (not Kinematic)?

Why does changing the routing from Kinematic to Hydrodynamic make such a huge difference

Kinematic doesn’t model tail water/backwater effects.. Only a “cascading” flow regime...
