Large City Limits of solid hatching that I am trying to export into a ARC GIS format to be usable on the receivers end.
Tried a standard mapexport line with no luck.

Not sure if you can. Export the boundary and let ArcGIS hatch it

My guess would be you'll have to generate a hatch boundary polyline (if there isn't one already and ensuring the closed property is set to YES) and MAPEXPORT closed polylines as Polygons

What command are you using to perform the export? Are you using MAPEXPORT command? Are you exporting to shapefile format? If you are then keep this in mind: The parameters you establish during export will dictate your exported output.
The MapExport command consists of three Tabs: selection, data and options.
On the Selection Tab, the Object Type determines your shapefile’s Feature Class, so in your case, you must select Polygons. The polygonal feature class are ‘closed entities’ representing areas like buildings footprints, detention ponds, plumes, voting districts, parcels and city boundaries.
On the Options Tab make sure you check the box labeled Treat closed polylines as polygons so an ‘area’ drawn in AutoCAD will output as a single entity in GIS and not individual lines from each segment of your polygon.
When your properly exported shapefile is added as data in your GIS program, hatch will automatically fill the interior of the polygonal feature class.
