Good morning all, I would like to verify if there is a way within a sheetset to turn off a single layer for the entire sheetset without going through each drawing individually?

Doubtful. Sheet set manager is only a link to drawings. The only things you can change in bulk are dependent on the setting in you sheet set data file. Since it's one single layer setting you will have to open each layout and set it there. If you had multiple layer settings I would advocate using a layer state.
Yes there is ( and much much more as the imagination takes you)
Use The action recorder to set whatever layer state you want ( what ever multiple action you want). the name you give the action can be anything. Lets call it PLANLAYERS. include a qsave at the end
now open your acaddoc.lisp file and add this line
(Command "PLANLAYERS")
Run SSM plots or publish ... Done
