Scale Bar Scale Ratio does not match Viewport

When I go to Layout Tools > Scale Bar > Select Built-In > Click Viewport

 

The Scale Bar Ratio does not match the Viewport Exactly. This starts providing scales larger than 1"=50' with a 0.0001 at the end. I have tried everything to fix. Please help.

When I go to Layout Tools > Scale Bar > Select Built-In > Click Viewport

Have you changed your units since adding the scale bar? If so try reading the scale bar.
