Running Civil 3D 2021 Metric missing standard AutoCAD tabs from Workspaces except for Civil 3D. MENULOAD duplicates

I am trying to figure out an issue with AutoDesk Civil 3D 2021        

Launching Civil 3D 2021 Metric.

Civil 3D contains a feature called Workspaces that lets a user switch between different “profiles” which display different tools and program features.
·        When Civil 3D first opens, its default Workspace is called “Civil 3D” – which is working just fine.
·        When a user switches over to the Workspace called Drafting & Annotation or 3D Modeling the display changes and should present the standard AutoCAD ribbon tabs as well but doesn't.  The problem is that none of the standard AutoCAD ribbon tabs will display and the Drafting & Annotation workspace becomes very limited in its use.
·        Switching back to the Civil 3D workspace returns the user to a working Civil 3D environment with no problem.
Researching online I have tried a repair, used the command MENULOAD and loading ACAD duplicates the standard AutoCAD entries across workspaces.

I have repairs, resetting to defaults. Running the command MENULOAD, browse and loading ACAD adds the tags, BUT that also duplicates them across all Workspaces. 

Screenshots attached and Product Version is 13.3.854.0 AutoDesk Civil 3D 2021. Built on R.47.00 AutoCAD 2021 ....

Any ideas ?.
