Regen Not Working When Switching Layouts?

Is anyone else having to repeatedly invoke REGENALL to get PREVIEW in Layout to 'look right'?

This hasn't been an issue until recently, and I cannot seem to identify the cause, as I've made no changes other than several product updates.

Civil 3D 2018.0.1 (2018.1 Update will not install correctly, per my other thread), LAYOUTREGENCTL == 0, REGENAUTO == On

Make changes in Model, switch to Layout, invoke PREVIEW and I just see a partial sheet (the title block + aerial, etc.) with all existing and proposed linework absent... Issue a REGENALL once (sometimes twice is needed), then everything shows in PREVIEW as expected.

A single drawing?
Same if you log into the PC as a different user?

All drawings and in all versions intermittently (albeit often) - not every time I PREVIEW, sometimes it works (without REGENALL), other times same drawing it might require REGENALL twice.
