Referenced template & blocks

I have some blocks in my drawing and in my referenced template that have wipeouts in them.  When I reload the referenced template, the blocks redefine themselves and put the wipeout in front of the line work. The blocks are correct in both drawings. Anyone else noticed this behavior with a referenced template?

I guess I could uncheck the box to manage the blocks. That's one workaround.

Update:

I figured out yesterday that if I remade the block using a non-plotting hatch instead of a wipeout, the issue went away.

Thank you for contacting Autodesk Technical Support. I am Nilesh and I will be helping you with this case. I am sorry to know that you are having difficulty using Civil 3D.
To better understand the issue, I will appreciate if you can provide me the following information.
1.Does this happen with specific user or multiple users? 
2.Does this happen on specific pc or multiple computers?
3.Have you installed all the updates for CIVIL 3D from Desktop app?
