Problem inserting Model Views using Sheet Set Manager

I'm trying to create a detail sheet by inserting model views using sheet set manager.

 

I've attached two images with snapshots after inserting the first detail model view and after inserting the second detail model view.

 

The first model view detail drawing (bike rack) is inserted at the standard scale 1" = 1'; then when I insert the second model view detail drawing, the first model view rescales to a custom scale of 1.2655.

 

So far the things I unsuccessfully tried to resolve this problem is:

 

1. Check the units to confirm they match (feet).

2. Make sure the annotation scales of all the files match (1" = 1')

 

Any suggestions on what the problem could be?

Could you check one thing. Go to UNITS and verify the the Insertion Scale is set to Unitless

In my original attempt, all the units we set to "feet", but I just modified the units for each file to "unitless" and it did the same thing.

I think there may be some corruption in my files.
