Printing raster background images at low quality due to automatic scaling

Hello,

I'm not sure if this is the correct thread for this question, but I am using Civil 3D 2014. I have the ArcGIS for AutoCAD 370 extension loaded in so that I can stream esri's background images and stream information from my local county GIS who use esri's REST services. 

When you load a raster through ArcGIS for AutoCAD it loads to look "high quality" at whatever scale you are looking at. I say "high quality" because it aint... Also annotative scales have no impact on the quality of the image. If I zoom in, the image quality improves, but it clips the image to the screen size. Thus, when I zoom out to the proper scale that I want to export in it doesn't fill the whole screen. Maybe there is some kind of raster cache system variable that can improve this? Or a levelofdetail type command? Basically, an ideal solution would just let me load it at the fullest possible quality, regardless of system performance.

Please let me know your thoughts. I have reached out to esri because they make the product, but will not provide technical support because it is a free program. Also, their forum is undergoing maintenance.

As I mentioned in my post, I have reached out to esri because they make the product, but will not provide technical support because it is a free program. Also, their forum is undergoing maintenance. It is an extension that runs in Civil 3D, and the issue seems to be with how CAD is interpreting the image that I am streaming. It is similar to a WMS Connection, but my local public GIS office's data cannot be used through a WMS Connection to my knowledge. Thanks.
