points default layer

I am working in a c3d drawing.  Every couple of days, I import survey points into it.  When I do, my layer setting for the points always reverts back to "use current" even after I select the layer that I want them imported to.  Any idea how to make the layer stick for this drawing that I am in? Thanks

If you change it in Command Setings for CreatPoints, does it stick?
