Point Label Style Changes with elevation

I have Label Styles set up for the labels if my points. I have the angle of text: "Orientation Reference" set to "VIEW" so it always shows horizontal on the screen. It follows my rules when I enter an elevation. But if I choose not to enter an elevation (not even 0) so it just shows point number and description, the angle of the text will now change. It seems to be related to the D-VIEW. so if my D-View is at 45degrees it places the text angle at 45degrees to match. Sometimes it's not bad but sometimes I have such a huge D-View angle that my text is at an awkward angle. Is there a generic label style it is choosing when I don't enter an elevation? A style I can change to also set the "Orientation Reference" to "VIEW". And would this style apply to ALL my labels styles?
I have attached a photo of the differences. For this job I have a D-VIEW of 25degrees.
