PLAN VIEW OFF SINCE UCS COMMAND (pics attached)

Hello,

 

I am trying to figure out why my view is now not perfectly in plan view rather at some angle allowing me to see the depth of objects such as manholes.

 

I used the UCS command and since then this has persisted. Its not just a visualization. My paper space texts are no in the wrong locations relative to the new view angle.

 

Ive attached pics for clarity

Is it possible the UCS got inadvertently twisted?  I would try UCS > World, and then PLAN to see if everything looks good in the world coordinate system.  Then re-establish your UCS, followed by a PLAN command and then see how things look.
