So I wrapped up my sanitary layout earlier and have moved on to storm. When I create a network, no matter what I have selected for the structure, the structures wont appear. I'm positive its something I have done, I just have no idea what's causing it.

Check the layer. Check if you selected to draw it by structure and not just pipes. If it is your company standards and  they never used pipe networks and purged all Default Civil3d entities. Then you need to create a parts list or grab the default one from the EU Civil3d folder. After you create the parts list you need to go to the structures tab and add a part to it.

design ribbon>pipe network> pipenetwork creation tools>parts list>edit>structures tab>right click structure tree>add part family> select family>ok

but you should also check the style maybe run an audit. If that doesnt work exit and reenter the drawing

I somehow got it back on, but I sure don't understand parts lists and the other aspects of pipe networks.

The part list is exactly that a list that points to a catalogue that contains defines the parts.. The catalogue is pointed to a default location. The location can be changed, typically to a server location in a multiuser t. IF the location was changed and or if the part was created at a location different then any other workstation civil3d can have issues finding it.

Joe,

I appreciate you taking the time to reply. I have sort if inherited the system from previous employees. Can the custom library contents be taken from old drawings or only the catalog on the local disc?

They are specific to a catalogue. Lets say everyone defaulted to their local drive for catalogue and user A  went to part builder and created a custom part. then the catalogue from his default location has to be shared to every machine; either copy or networked. If multiple users created multiple parts in this manner... that's a horse of a different color and would be difficult at best to rectify
