Is there a way to create setback lines for parcels?

Yes- if they happen to be the same distance for front, side, rear which is highly unlikely (explode parcels down to polylines and offset said distance)

But most likely they are not the same in which case, no Parcels cannot do that.  I believe it's been suggested in the Ideas forum.
