parcel label leaders in dragged state don't match label text plot style

When I pull parcel text (dragged state) away from a parcel, the leader plot style does not match the text. How do I fix this?

Dragged state does have different settings than the primary state, especially if text is as composed or stacked.  I will try to download your zip file and see what I can find.

The layer the note is placed on in the Source/base drawing is CM-PARC-SWM-Soils.  This layer is set to plot as normal in your xref drawing, if you set it to plot black, the arrows will plot black instead of pink.

Not all the labels are inserted on the same layer in your source/base file.  You could also move them to the G-ANNO-REFR layer or any other layer so they are all together, that is set to plot black.
