OSNAP Disfunctional

In Civil3D:

My basic problem: I have OSNAP on and I want to snap to the end of a line. OSNAP and OSNAP Tracking is turned on, Options>Drafting>AutoSNAP Settings boxes are all checked. When I try to draw a line and connect to the endpoint of another line it won't snap. Even when I try "hard snap" by typing "END" into the dialog box, it still won't find the end point of the line, even if my cursor is right on top of it.

The more complex problem: it isn't just OSNAP end points, this goes for other SNAP's including middle, center (& geometric center, even though I don't use that one ever), quadrant and nearest. However, if my snaps are set to node, extension, perpendicular, insertion, intersection and parallel snaps will work, but I still won't be able to snap to the end, middle, etc. of objects. I've restarted my computer, I've re-imported my profile, started over in a new drawing with stock AutoCAD and I'm still having this issue.

I've run out of tricks to figure this one out, any help would be great!

Is this true for new drawings, existing drawings or only one drawing?

It's true for all drawings.

Nope, the aperture setting is fine, OSNAPOVERRIDE to 1 didn't work, and other snaps will work. The snaps that don't work are: end, middle, center, quadrant, nearest and tangent (they are checked in object snap settings, and typing those commands in to snap to an end point or middle point etc, will not work).

Found what was causing it: 3D Perpendicular Osnaps (default) was set to 2D. I'm not sure why 2D snapping didn't work in a drawing that didn't have any elevation information in it. I must have hit it accidentally. But everything is working as it should now.
