What would cause a Read Only messsage when opening a drawing (that is not currently opened by anyone), but is an Xreference in an open drawing, and yet I can right-click this same drawing in the External References dialog and choose "Open" and it open without Read-Only message?

Yes. Just recently enabled this because we were loosing our paths to our xreferences between two workstations in the same office, though both of us are pulling these files from a remote server. I could open and close the file without loosing the path, but if the other in-house workstation opened the same file he would have to browse out and reassociate the xreference path. This has fixed that issue, but apparently caused another?
