Even in latest drawing : plain AutoCAD I can turn off every symbol with the exception of a few traffic arrows that are on layer 0 , put on marking  layers and they turn off

Are you kidding ? there are only 20 layers in this drawing.

all the symbols are defined BYBLOCK not a fan. define BYLAYER then the snowflake can be used

I read all the help and web potentates explain BYBLOCK and I come away with just as empty  a head as I went in. I just don't get it.  If i want different colors in the block define them on a layer. much easier to comprehend in my pea brain

this is definitely happening as a result of all your block becoming anonymous.

why they are anonymous ?

test: insert your pedramp block on its layer. executer the snow flake ==> command lined choose settings >> block settings >>> block

touch the newly inserted block and it freezes the layer.

figure out how to flatten your file and maintain the blocks and your will work
