Model vs Paper Space Annotations

I currently am working on a drawing in 1:200 model space, naturally I have my paper space viewports set to 1:200 and all my labels have a text height of 2mm and an annotative scale of 1:200, therefore they should all show 2mm  regardless of what scale I want to print. 

 

This is working great for multi-line text, but when i'm trying to put in surface labels, alignment labels, section labels, grades, etc. they refuse to show a proper size. The only way I can enlarge these is to manually change the styles to something in the range of 40-60mm to match my multi-line text label sizes. I'm thinking this might be because the labels i'm having issues with have no option to display annotative, but then again all of Civil 3D should be annotative, so I'm confused. 

 

They're not blocks, they're either "surface elevations labels", "alignment station label groups" or something of the sort.

Make sure your Layout' PageSetup is set to all metric as well. I've seen dwg's where the Plot scale is set to use inches instead of mm and exhibit this issue.

Thanks Jeff, our office default is metric and my layout is in metric. You can see in the attached image the "200mm dashed white" is displayed at the 2mm text height I want, whereas the highlighted surface elevation label is not even visible. If I edit the actual surface elevation style to a text height of 60mm, it nearly matches the "200mm dashed white" that annotates perfectly with my model space/paper space

And 200 divided by 60 is 3.33, almost exactly the magic 3.280833 🙂  

There must be some sort of metric to ft translation going on somewhere.

Now I feel dumb... The city apparently has their standards running imperial, even though we are Canadian. I should've caught this error. Thank you for the help!...

 

But as a follow-up... why does changing the paper space to match the metric model space not modify my other labels? Are the annotative labels separate from the paper settings and therefore are given preference based on how they are scaled due to annotation, rather than page settings?

@Anonymous , please just double check the PageSetup settings that both the items I've highlighted are still using mm and not inch.

Keep in mind that annotative objects and civil 3D labels are two different animals.

 

Annotative objects will use the drawing scale in model space and the viewport's annotative scale setting in paper space. Civil 3D labels only use drawing scale and pay no attention to any annotative scale setting.

 

Annotative objects can have different locations, rotations and such for a given scale.  Not so for Civil 3D labels. They just resize.

 

Annotative objects can have a selection of scales applied to them and act accordingly for those scales and then not be visible for scales they don't have assigned to them. Or, they can display anyway and default to the model space scale when a viewports scale doesn't match a scale they have. Civil 3D labels always rescale and always display.

Thanks Mark, that clears things up. Civil 3D can get confusing when you're trying to learn the program and mix industry standards at the same time.
