locking structure top elevation

is there a way to lock the structure to elevation? i move a structure and the top elevation changes. the automatic surface adjustment is set to false. should it not stay at the elevation i have typed in? i tweaked an alignment and adjusted a surface and all my tops moved.

The surface adjustment setting is an add subtract factor to the rim surface insertion point. What parameter is your label style using? Maybe  not the one you are manually entering?

I'm curious: dont you want the rim to react to the surface elevation?
