This is a peculiar problem that I have yet to experience.
I have a drawn lines (LINE command) using the transparent Bearing Distance function ('BD). The lines are drawn correctly, and when I label the lines with a General Line Label, it shows the correct bearing and distance of that line. However, if I select the line and look at it's properties, the line's bearing is 90 degrees from what is drawn.
For instance:
A line drawn N 45D00'00" W, has a label that shows N 45D00'00" W, but the angle property of that same line shows it as being S 45D00'00" W.
Just to be clear, the bearing is not reversed, if that were the case NW would become SE, NE would become SW, etc.. The angle property is showing exactly 90 degrees off.
I've attached a couple of screen shots for clarity.
If I draw a line by clicking 2 points in the model and not using 'BD, I still see the same behavior. Likewise, if I draw a polyline and explode it to a line, it also has the same error.
This problem is specific to a particular dwg. I haven't seen it in any other drawings, ever. I've tried an audit, in hopes of correcting a possible error. I've also combed through all the settings I can think of that have anything to do with angular units and haven't been able to come up with a solution.
I'm guessing it's probably an obscure setting somewhere that I need to change, but I don't know what or where to find it.
Has anyone come across this problem?
Most likely is that you have your Drawing Units Angle Type set to Surveyors Units. Or in Drawing Setup
They should be set to Deg/Min/Sec.

It is not the Surveyor's Units, I'm using those on purpose. However, I noticed that your check box for "Clockwise" below that option has been un-checked. That reverses the leading cardinal direction. North becomes South. That seems to be the problem. It didn't occur to me that that setting would have that effect.
So, problem solved, I believe.
