I've had an issue with line labels disappearing/renumbering for several years. I'm currently using Civil3d 2020.
Example of issue: labeling lines works until Line #10.
Instead of the next line being Line #11, it inserts as Line #14.
I have been unable to find a fix. No matter what I try, I cannot get the Line #11 to follow Line #10 (in this example).
The issue doesn't happen frequently, but causes a lot of problems when it does.
I know you will think this is a joke. If you had previously labeled a line #11 and erased the label without erasing the line you have a problem unless you know where that line is and erase it.
This is the way it used to work, I haven't used these in a few years.

Personal I've never had any issues labeling line or curve tags. Maybe it's my workflow I really don't know. But here it goes (workflow).
First if I'm doing a boundary I always use Parcels, so I create my linework and convert the objects to a parcel, during the process I automatically have it add the line labels just as bearing and distance labels in on label style. This style has a Tag style within it.
Second, with all the labels and everything situated how I like I make a determination of what labels I want to be tags, usually this is visibly evident and sometimes I'll even pull my B&D labels in drag state to get rid of some clutter. Finally I go to the annotation tab pull down a d select tables and parcel tables command which opens the and request me to select the labels I want to be tags. I start at my POB and go clockwise around the site until I've selected all the labels I want to be tags and place the table in the drawing.
While the workflow may be somewhat of a redundant process and I know I can set it so that it does tags automatically if I so choose, I never do that. I always work in the same fashion and even if it's just plain lines and not parcels it works and things label correctly with no skips or other issues. And if I change another label to a tag I generally have little if any issues renumbering the tags. HTH
