Labels show up WAY too big in layout

Hello, I am somewhat experienced with Autocad, but it's my first time messing with civil3D. I've followed some other suggestions, such as editing page setup, annotation scale, label style, and everything I've been able to come across. I cannot make the labels smaller, I can apparently make them bigger but any attempt to make them any smaller seems impossible. 

 

I'm hoping someone can make me feel stupid for messing with this for many hours.

Not in front of Civil at the moment but annotation scale and the label styles would be my first port of call.

 

Ensure the scale is set correctly in modelspace and as a best practice set it to the scale you want to plot at so any too big text becomes obvious. The civil styles work on plotted size and in the metric world  of mm, 2mm high text at 1:5000 scale looks way bigger than 2mm at 1:500 scale

Hi Cole,
Welcome to the Autodesk Forums.
Here's a couple of things I notice.
The Text Heights in your label styles are huge. Like 10 times too big. And the Paper Text Height in the Text Styles you use in label styles should be set to zero.
