Label Text Heights in Paperspace

I have a grading file that I have labelled all my spot elevations and contours in. I have xref'd that file into my file I plot from.

 

The scale is set uniformly for all modelspace and paperspace, however when I go to my paperspace the labels are very small.

When your in model space is the annotative scale set to the same scale as the viewport in paper space? Does the text look small in model space too or is it just when you look at it through the viewport in paper space?

Is your file in meters? If so ensure your paper space layout is set to mm and the plot scale is 1, not 25.4 or something. If your model space is feet, then your layout must be inches and the plot scale is still 1.

To add to what @mathewkol said, verify the display of the units for the active Page Setup is properly set to inches or mm here.
