Label for point style is not legible

Our issue is specific to Civil 3D labels. I created label styles for structures.

 

If the drawing in model space is set to a scale (in this case 1:750), everything looks fine, both point styles and label styles.

Open a tab, using the same 1:750 scale for the viewport, the point style are still correct, but the labels are minuscule.

 

I imagine it has to do with the way the labels were created, but I do not know which definition is incorrect.

 

Please note that our units are set to metres. I am not sure if that relevant.

 

Also the blocks are set to real world size and are not annotative.

In paperspace, select the viewport and verify that the Annotation Scale and Standard Scale are equal (i.e. 1:750)

A little clarification please. 

 

Is the issue with structure styles and their labels or is this point styles and their labels?

The point style comes in properly. The label style is very tiny.

The page setup should be defined with a plot scale of 1mm = 1 unit with the viewport standard scale set to 1:750.
