Issue w/ DREF'd (Data Shortcut) Surfaces Displaying in XREF Drawings

We are running into an issue with some of our data short surfaces showing in our xref drawings. We created 2 different surfaces in 2 different drawings. Then we added data shortcuts to both of those surfaces. Then I added the data shortcut surfaces to our Existing Features (V-TOPO) drawing. 

 

A colleague is working on the alignment drawing and XREF'd the V-TOPO drawing into his file. Both of the surfaces that were data shortcut into the V-TOPO drawing are showing up. 

 

It was my understanding that this was not supposed to happen and that the surfaces would only populate into the drawings that they were added to via the data shortcut. Could someone please clarify if I am correct or if C3D is functioning correctly? Any suggestions for those that may have run into this issue before? Is it possible I may have missed an association to a drawing or maybe my data shortcuts folder structure could be misconfigured?

Civil 3D is functioning as intended. If you DREF something in a base file, it will show up in all files that xref that base file. It's just treated as additional linework in your base file at that point. If you want DREFs to propagate into all your plan dwgs, this is great. If that's not what you want, then either don't DREF it in your base files and just DREF it in the plan dwgs that need it, or maybe add some layer control to your base file so you can selectively turn them on/off?
