Issue - Shadows in Aerial Images printing white

When using the DWG to PDF .pc3 file, with a Grayscale CTB, even though the aerial shows up normally in the Viewport, the final print changes the shadows / dark areas in the print to white, instead of printing them how it should.

 

Anyone else have this issue, or a possible fix?

I've never heard of this before, but just had it happen to me and can't figure out why, or how to solve it. Anyone have any ideas to try? The image looks fine on screen (it's a TIF aerial from USGS), but prints to PDF with the shadows as all white. Here's a sample of one area, the left side is as viewed on my screen, the right side is as printed to PDF:
