Interference between 2018 River and Flood Analysis Module and ArcGIS Pro

I have tracked down an issue occurring with the River and Flood Analysis Module 2018 and 2018.1 update that was fixed in the 2019.1 update. The module interferes with ArcGIS scripts that are run outside of ArcGIS Pro (i.e. in IDLE or Spyder, but not in ArcGIS's Python Window).

 

I was wondering if there were any suggestions or intentions to fix this in the 2018 version. Or if I could get any details on the issue to try to fix it myself. Below is a link to the release notes for the 2019.1 Update with reference to the fixing of this interference.

The following solution worked, though I do not know if anything else relies on these .dll files.
