Importing Points Shifting

I seem to be missing a setting.  When I import a point file the northing and easting are correct in the survey data base but when imported to the drawing there is a 2' (two foot) shift toward 0,0.  What would cause that?

This can happen if you have the Survey project set to US Survey Feet, but the Drawing set to International Feet.
