How to create a curb return alignment？
I'm not really seeing a question but I'll take a stab at it.
Curb return alignments are generally created from the intersection wizard, thus the missing "parent alignment" in you graphics.
You can certainly prioritize alignments however you see fit by choosing which type to be.
