Yes, you can create such a representation with a customized band set.
Toolspace>Settings>Profile View > Band Syles >Band Sets > New
or
Command: EditGraphProperties >Bands >Band Type>add >>

What exactly is causing you problems, the title text with the vertical text elements or the content of the band?
The display of stations and elevation values is not problematic. But where does the number come from? This could be taken from suitably named "Sample Line Name" or from pipe Data.
Do you have a sample data set for us that just needs to be corrected, or are you at the very beginning?

I have two series of points that I have to draw the profile of these two groups of points separately. Here is a sample drawing only using styles from "_AutoCAD Civil 3D (Metric) NCS.dwt".

Took about 30min to create. Now fine-tuning should be the next step. But here is end of the day.
