In general, you can access the CK Help file from the software level by accessing the subassembly properties:

But I am also attaching the ANZ Country Kit documentation for Civil 3D 2023.

I actually can't find the help file associated with this subassembly either.  Both in 2022 and 2023.  Maybe it has been removed?

I rather used the corridor transition tool to create the curb let down and created the cutdown. Hope this helps for you as well.
