Why do I only see one option for my target surface when I have two in my drawing? I select my grading group and site, but it automatically selects the wrong target surface. I have to apparently make a new grading group. What might be my issue here?

All I did to the surface was make edits by drawing lines to fix the triangulation.

Hi Dom,
As you are saying you have two surfaces but while creating grading you able to see only one surface , if you are trying to regrade with the feature line from which surface has created then you won't able to see that surface.
Please check you surface dependencies .
