I created a shapefile from my Civil3D (2013) drawing to be used in ArcGis and Google Earth. However when importing to google earth or GIS, it is displaced by about 10'. The CAD file is somewhat old and created by someone other than myself. It is in state plane, international feet. I've tried US survey foot and that moves the drawing in another direction but not in the correct location. Any ideas? I'm thinking its just an old drawing and I don't know what it was initially surveyed in but I'm running out of things to try.

While it is possible to import from only the SHP file in a Shapefile, it's impossible to tell what coordinate system it's in.  So a known system id is still needed (the PRJ file tells this).

 

Also, in general when people ask for a Shapefile, they want you to zip all the related files as well including SHP, DBF, PRJ, IDX, etc.

The system appears to be MI83-NIF and the road geometry looks very good.  Don't overlook the fact that aerial photos may not show every building truly from the top down (especially this one) and can create bad skews depending on the building height and camera angle.  It's very possible what your building outline on the drawing is the actual ground level perimeter!  The only way to know would be to hit the field with some survey grade GPS equipment.

 

In short, GE is a great tool but it's not always 100.00000000% accurate.

Thanks for the response! I was starting to make that conclusion as well and I will go with it.
