Hello,
I am currently having problems loading imagery using geolocation in c3d 2016.
Here is what I done
1. Sign in to autodesk 360
2. I next go to my drawing utilities and setup my zone
3. I next draw a horizontal alignment
4. I next click on geolocation
5. online map I click on hybrid or any one and nothing.
I tried the geolocation hotfix and login out and back in to autodesk 360 and Troubleshooting Live Maps in AutoCAD products | AutoCAD | Autodesk Knowledge Network but this did not help.
If it matters I am work ca11-83
What are the steps to get this working again.

A projected coordinate system or a geographic coordinate sysrem? Bing maps will only appear in the background when you assign a projected CS. What CS did you assign?
If no Bing logo is shown in lower right corner, then it indicates you have not successfully ‘connected’ to Bing. AutoCad (not your computer) is preventing or is unable to connect to the internet. Reboot computer and try to connect again.

Have you installed the geolcation hotfix for Civil 3D 2016? And all other updates as well?
Please upload a sample drawing with minimal content and your assigned CS, to test you drawing in other environments.
Unfortunately, I have never been to California.
1. But you have assigned CrdSys "CAHP-II" (EPSG 2767 https://epsg.io/2767) to your drawing. This is for the unit "meter".
2.Your drawing units / civil units are "US Survey Foot".
3. your drawing area is about 2400,7500, while "CAHP-II" has projected boundaries:1708189,-982310 to 5824166,3003679.
So your local coordinates cannot be used with "CAHP-II".
Using the drawing you uploaded in Post#6, you have an issue with your dwg. Either you, or the person who gave you the drawing, doesn't understand coordinate geometry. Geolocation does work. Your line work is in the wrong location, your site lands in the Pacific Ocean, or you have assigned an incorrect coordinate system to your drawing.

Correct the person placed the drawing on the wrong coordinate system which I forgot to check.
