While exporting Civil3D models to autocad, we find that some elements such as dimensions, texts, symbols etc get deleted. Can anybody share the solution for the same.

The Civil3d objects will not show up correctly, if at all, in an export to CAD 2019. You need to literally explode any Civil3d objects prior to exporting to have any chance of the Civil3d data showing up in Cad. Even when this works you're not really left with a functioning Cad file. We do this for architects and it typically works, as far as i know.

I would use the ETRANSMIT command.
At the "Select a transmittal setup" you can create a new style or modify the "Standard". In the window that pops up select the desired "File format" to be with Exploded AEC object.
This way you will have all the objects that Autocad cannot read exploded at once. Yet, I think some minor discrepancies between the original drawing and what you get with ETRANSMIT cannot be avoided.
