Export AutoCAD Civil 3D Drawing to Microstation DGN

Hello,
I'm helping troubleshoot an error that is occurring during our export from Civil 3D to Microstation. We have a grading file that is georeferenced and has been set up in US survey feet. When we run through the export civil 3d drawing process we get a dgn that has a "foot" unit that is reading as International feet. When the Caltrans (CA DOT) person we're working with runs through the export of the same file on his machine using the Caltrans Civil 3D interface, the file exports correctly with US survey feet and the correct "foot" unit definition in Microstation. When looking at the two output dgn files independently, the x and y values of a similar line read the same, but when trying to reference one file into the other a storage unit error is generated. If we proceed to reference in the file, one is shifted a few feet. We're using all of the same export settings in Civil 3d: seed file, remapping file, color book, layer properties. I'm guessing there is a variable in our Civil 3D environment that is coding the foot unit differently than it does in the Caltrans environment. I've tried exporting with the coordinate system set and the "set autocad variables to match" selected and unselected, both generated the same incorrect file. Does anyone have a guess at what the unit variable is or have experience exporting a dgn using Caltrans remapping files?

But these replies are all for post processing in Microstation and not really getting at the variable setting that would explain why it works correctly out of the Caltrans interface, but not out of ours even though our export settings are the same. My apologies if I should have posted a follow up on that post.
