Hi Peoples.
I was having this issue and installed the new dll file from the hotfix .
It resolved the noise issue but resulted in Civil 3d 2017 repeatedly hanging with some large ECW background images. It seemed that sometimes when images were regenerating it just fell over. The screen goes black and nothing happens.
I then reinstalled the original dll file and the noise returned but the program no longer falls over during image regeneration.
Not sure if anyone else is having the same issue but it's something to think about if you're working with any large ECW files.
