.dwg file won't zoom in.

I received a .dwg file from a surveyor and I can't zoom into it.  It just jumps around.   I have attached the file.  Does anybody know an answer to this?

What program did the file come from? I get this when I open it

INSERTing this file into a blank DWG inside AutoCAD seems to solve the problem: beware through, there are two objects far far away from the 0,0,0 location of the main drawing in modelspace, so Zoom Extents might make it appear everything is gone.
