I downloaded your file and worked in it. If you set the Dragged State to As Composed, you can drag the label and then drag the leader tail to where you want it. That is the best I think you can do.
Thank you but I don't think that is the issue. My Dragged State is set as you suggested. The issue is when I xref the drawings in my output sheets. See the screen shots I posted.
