Data referenced pipes no longer connected

I am having issues with data referenced pipe networks (both storm and sanitary).  All of the pipes in the data referenced file are disconnected from the structure that they are connected to in the source file.  When the data reference is initially made the pipe network has no issues but after a few hours working in the file the networks seem to update and all pipes are disconnected.

 

Here are some fixes I attempted without success;

- audit, purge, recover on both files (0 errors)

- RECONNECTNETWORK in source and reference file

- disconnect pipe in source file, re-synchronize, connect pipes in source, re-synchronize

- deleting data reference and re-reference

- promote network and try to connect pipes

- I have created a new file and re-made the plans, after a few hours the same issue occurs

 

I have attached one of the three files this is happening in (20559_C9D_Serv-Ph 3) and the source file (20559_C9D_SERVICING).  

Any ideas are welcome, thanks for your time looking into this.
