cursor sticking when crossing surface

Have a surface showing contours and my cursor sticks briefly continuously as I navigate around.  I tried the selectionpreview set to 0, selection cycling to 0, locking the surface, nothing works.  Didn't see a post about this.

So I found an answer in Augi from a 2012 post.  Disable rollovertips.
