.csv not imported

I am importing an .xsv file in civil 3d. I have checked corresponding .txt file. It does not contain any blank lines. still i am not able to import it. I have autocad file where each point is a block and i used dataextraction command to extract block position x, position y and position z to csv format. But i cannot. May i knoe, what is the issue. Thank you in advance.

do you have the file open in a editor like excel?  point files will not import when open in another application.

If you can't post the entire file as @Pointdump asked. Please post a file with a few representative blocks.

It looks like you have not set the Point File Format to match the incoming point file. In your screenshot, see the box where you can select Point File Format? This must match your incoming file. Go down the list of Point File Formats until the warning symbol - in the top box, next to the filename - goes away. Better than that, post your point file in this thread. Someone will recommend which format to select.

As you can see, your file contains unwanted characters at the beginning.

It was saved with an encoding (I assume UTF-8) that Civil 3D Command IMPORTPOINTS does not yet understand.

Open the CSV file with the Windows editor NOTEPAD.EXE and save it again with an ANSI encoding (which @Joe-Bouza already mentioned).

Summary: If you created your CSV file from AutoCAD objects using the _dataextraction command, the file is UTF-8 encoded in current AutoCAD versions. Civil command IMPORTPOINTS, however, requires ASCII/Ansi encoded text files. So you need to prepare/re-save the export in a text editor like Notepad.exe before re-importing with IMPORTPOINTS.

My text file had a empty line at bottom and also the file format was not correct. 

Now my issue got solved.
