I am trying to create a crossing pipe label style, picture attached.
I would like to be able to move the text vertically and have the line extend with the text.
Currently the start of the line is attached to the text and the end of the line is attached to the pipe.
When I move the label the line moves with the text, but does not stay attached to the pipe.

Attached is a drawing with the label attached to a crossing gas pipe in profile view.
What I'm trying to do is move the label (text) upwards
and keep the line attached to the text and the crossing pipe, so the line elongates.

If I understand what you want, this should give it.
Under general change the line to "use end point anchor" true and "end point anchor point" pipe dimension. Leave the rest alone and the it will let you drag it where you want it vertically. Setting Dimension Anchor Option to graph view top or above will insert the dimension above the pipe instead of below (this can be set as the default under pipe network in settings). Using the Dimension Anchor Value in the properties pallet you can set all to a specified elevation relative to the Profile View grid.
Still haven't managed to get any success with that.
There must be something I'm missing....
When I set any anchor in the label to Pipe Dimension, that element disappears.
I have most other labels in the profile view, set using Pipe Dimension Anchor Points
to align them with blank band sets. but I can't seem to figure this out.
Attached is an example of what i'm trying to achieve,
Inserted label on the left, same label dragged vertically on the right.

The change is to the line element of the label. The label will move to below the pipe after you apply the change, but you can drag it to above the pipe.
I would make the change and post it, but I only have 2015 (no crossing pipe labels) and 2017 (incompatible with 2016 or earlier).
Try this drawing.
Move the diamond at the end of the line and not the square grip at the center of the pipe. Then move it up and down as needed.
