Cross Section Grid Line Issue

I used grid dots for the minor grid lines for the horizontal and vertical.  The cross sections are 1"=5' vertical and horizontal.  The major grid lines are 5', the minor ones (dots) are at 1'.  In model space everything looks great.  There are four dots evenly spaced between the major grid lines.  However, when I switch to paper space, the grid dots are shifted.  I have model lspace at 1"=5' and the viewport (annotative and standard scale are 1"5').  I can't figure out why the grid dots are being shifted in paper space.  I have attached  a model and paper space screen shot for reference.  Any ideas would be appreciated.

Two things:

 

1. Are you aware that grid settings are per viewport? They can be different on model tab from how they are in the viewport on a layout tab.

2. Be sure Adaptive Grid is turned off in grid settings for all viewports and model tab. This will mess with your brain if you don't realize it's there changing the grid for what it thinks is optimum viewability, even though you have made specific settings. I really hate the adaptive grid. H-A-T-E it.
